Why Were Marvel Horror Comics so Tame?

Marvel horror comics really didn't exist before the 1970s, when their Curtis magazine spin-off imprint started releasing hard-edged horror issues to get around the rules of the Comics Code Authority (CCA).

The CCA was introduced in the 1950s, in response to fears that American youths were in danger of being corrupted by graphic violence and language in 50s horror comics.

As a result, publishers were banned from showing certain images or using certain language, or concepts such as walking dead, cannibalism or torture.

The Bronze Age of comics was already pushing the boundaries of the CCA. But the publishers wanted to go further.

There was a loophole. Magazines were not technically comic books, so they were not subject to the same rules.

Magazines like Savage Tales #1, with Conan holding up a decapitated head, and horror-themed titles like  Haunt of Horror, could publish darker, more graphic stories for an adult audience.
